Effects on Contribution and Expenditure of Switching Workplace with Less Than 5 Workers into Employee-based Fund from Self-employed Fund in the National Health Insurance

Abstract
The main focus of this study is to examine the effect of enrolling the workplace with less than 5 workers in the employee insured. Accordingly, the study analyzes the change of contributions and benefit rate when the work place with less than 5 workers becomes the employee insured. Then, the study compares the changed contributions and benefit rate with those of the workplace with more than 5 workers. This study explores several important findings. First, the contribution per the insured in the case of the work place with less than 5 workers is smaller than that in the case of more than 5 workers. This result is due to the small scale of the work place with less than 5 workers. Next, the benefit per the insured in the case of the work place with less than 5 workers is larger than that in the case of more than 5 workers. According to the study result, the consideration on deciding the policy is needed. At first, it should be examined that the workplace with less than 5 workers becomes the employ ensured by stage. Nextly, continuous enrolling the workplace with less than 5 workers in the employee insured requires the consideration of fundamental policy such as decreasing the employer¡¯s contribution of poor employee insured, providing the government subsidy to poor employee insured. and so on.
